Tow Buses

Alot of Leopards are turned into tow buses when they finish their service life. An example I know well is 107 of Antrim [ ex ROI 107 ] 107 now carries a new CCZ registration. Why did this re-registration take place and why do so many tow buses and also buses placed in reserve eg 2300 and 119 have new registration numbers?
