The ZZ Number plates are put on vehicles that have been imported into Northern Ireland from the South. These ZZ numbers don't seem to be too popular with the vehicles owners, and many are quickly re-registered with new Northern Irish numbers, I would guess to hide the fact that the vehicle has been imported.
