Northern Ireland Registration Numbers

Could anyone help me find a list of all N.Irish Registration numbers and the different area that they are located to.
For example
KZ is the new Ballymena area code
CZ is Belfast
NZ is Coleraine.
Also does anyone know why the letter Z is never used at the start of a registration number (eg ZXI or ZAZ), ESPECIALLY WHEN so many N.Ireland numbers end up with Z (AZ / BZ / CZ / DZ / KZ etc)
